$1.8bn Anthony Henday reaches close

22 May 2012 Alberta’s largest transport P3 has reached financial close with a C$535m bond issue in Canada.

The contract to design, build, operate, and partially finance the Northeast Anthony Henday Drive project was won by Capital City Link General Partnership in March.

Capital City Link General Partnership comprises Meridiam Infrastructure, ACS Canada and Hochtief. The design and construction of the project will be subcontracted to a joint venture made up of Flatiron, Dragados Canada, Aecon. and Lafarge. The operations and maintenance will be subcontracted to Volker Stevin Highways.

The project includes 27kms of six and eight-lane divided roadway, nine interchanges, two road flyovers, eight rail flyovers and two bridges across the North Saskatchewan River, for a total of 46 bridge structures.

The estimated cost of using traditional delivery was $2.18bn. Competing bids came in at $2.03bn and $2.22bn.

Standard and Poor’s assigned a preliminary 'A-' rating to Capital City Link General Partnership's senior secured bonds due March 2046.
