Shortlist for $2.6bn Ohio River Bridges

24 April 2012 A shortlist of four teams has been selected for the Ohio River Bridges’ East End Crossing.

The following firms were chosen from six teams that submitted statements of qualifications to the Indiana Finance Authority (IFA) and Indiana Department of Transportation (INDOT).

  • East End Mobility Partners which includes SNC-Lavalin and John Laing
  • Ohio River Mobility Group which includes ACS, Hochtief, Skanska amd Dragados
  • Ohio River Transportation Partners which includes Infrared Capital, Balfour Beatty Capital and Kiewit
  • WVB East End Partners which includes Walsh Investors, Vinci and Bilfinger Berger
The decision means teams including Cintra, Samsung and Fluor and Acciona are no longer in the running.

"This was a difficult winnowing process," said Indiana Public Finance Director Kendra York. "All six teams had impressive qualifications and experience, but after a very diligent review, we concluded that these four teams best met our criteria."

Representatives of the IFA and INDOT will meet with each team to solicit ideas and discuss the next steps in the procurement process.

The winner will finance, develop, construct, operate and maintain a new bridge across the Ohio River connecting KY 841/I-265 in northeastern Jefferson County, Kentucky, with SR 265 at SR 62 in southeastern Clark County, Indiana.

A final request for proposals will be issued to the teams in late July.
