Texas could be warming to PPP after a major report estimated its annual investment need at nearly $17bn.
The Texas Legislative Study Committee on Private Participation in Toll Projects report said that PPP was "a significant tool to help address the state’s large and growing highway funding gaps."
The report is part of a two-year review into PPP in Texas, which began in 2007 with a moratorium on private sector partnerships. A final decision on the moratorium will be made at the next meeting of the Texas legislature in March.
